On Wednesday, December 12, 2007, Northern Virginia NAIOP held their annual meeting and luncheon at the Ritz Carlton in Tysons Corner, Virginia. Their guest speaker was Knight Kiplinger, Editor in Chief of The Kiplinger Letter and Kiplinger.com.

The Kiplinger Letter, introduced in 1923, remains the longest continually published newsletter in the United States. Knight Kiplinger is one of America's most respected economic journalists and business forecasters. In his writing, speeches and appearances on major TV and radio networks, he cuts through the complexity of financial subjects with clarity and foresight.

Mr. Kiplinger has covered business, economic and political trends for nearly three decades, as a newspaper reporter, Washington bureau chief and editor. He is the author of several books, including World Boom Ahead, wherein he forecasts that the United States will benefit from the economies of Asia, Latin America and Eastern Europe. Positioned in the heart of our nation's capital, the Kiplinger editors remain dedicated to delivering sound, unbiased advice for families and businesses in clear, concise language.

Mr. Kiplinger was the 2002 recipient of the American Business Ethics Award for small businesses. In 2007 Mr. Kiplinger's company was recognized by Ethisphere magazine as one of the 'World's Most Ethical Companies.'

"Reflections on Excellence" was the theme of the 21st Annual Best of NAIOP Awards held Thursday evening, November 15, 2007 at the Ritz-Carlton Tysons Corner. Over six hundred fifty people were in attendance as twenty-six awards were presented in the following categories: Transactions, Interiors, Buildings and Membership. The black tie dinner was an opportunity to celebrate significant new contributions to Northern Virginia by the commercial and industrial real estate community.

In follow up to our popular LEED (Leadership in Energy and Environmental Design) seminar earlier this year, NAIOP's breakfast seminar on November 1, 2007 was planned for those in the development community who wanted to expand their understanding of LEED certification options for commercial projects.

With the recent availability of new and potentially cost saving choices for certifying commercial projects, LEED has quickly become the standard for certifying green buildings across the region. This breakfast seminar took an in-depth look at the four primary LEED certification options for commercial buildings, which are:

  • New Commercial Construction and Major Renovation Projects
  • Core and Shell Development Projects
  • Commercial Interiors Projects
  • Guidelines for Multiple Buildings and On-Campus Building Projects

Why are so many Tysons executives excited about the future? Because of work taking place in the backrooms and boardrooms of Northern Virginia to ensure that Tysons Corner will be better than ever with the arrival of METRO. Leaders are working in and with the community to roll out carefully developed plans to ensure a continued dynamic business climate.

On September 25, 2007, Northern Virginia NAIOP helped to answer these questions and more. Moderated by Chuck Cope, who is part of the Macerich team that is overseeing the major expansion of Tysons Corner Center, Chuck presented a brief overview of Tysons Future. Our speakers illustrated the planning, research and community input brought to this extension of METRO. Marcia McAllister focused on project specifics: scheduling, stations, utility relocation, and anticipated Federal funding. Richard Stevens discussed and illustrated how the transportation changes will be managed to ensure that Tysons is 'open for business' during this extension of the subway construction. The panelists also discussed the various features of the Transportation Management Plan and the coordination between the private sector, Fairfax County DOT and MWAA.

"The Times They Are A-Changin"

Trammell Crow, CBRE, Beacon, Blackstone, EOP. Mergers and acquisitions. What's happened this year and why? What do these changes indicate for our Northern Virginia real estate marketplace? On Tuesday, July 17, Northern Virginia NAIOP addressed these changes at its Mid-Year Real Estate Market Forecast.

Outlining his perspective and some ideas of what indicators to watch was Robert Pinkard, Managing Director, Cassidy and Pinkard Colliers. He answered questions like: What do these changes indicate about the regional market? How does the national market affect Northern Virginia?

What will be the rate of change moving forward? What will our market look like 2 to 5 years in the future? Marty Almquist, Senior Vice President, Cassidy and Pinkard Colliers examined market statistics. Both clarified swirling questions such as: What might a downturn offer? What are possible spin-offs? What is cyclical and what is new?

Having been directly affected by the many changes in 2007, our speakers were uniquely qualified to expound on the consequences of these mergers and acquisition marketplace events.

Navigating the Entitlement Process

Network Luncheon

What is Entitlement? Northern Virginia NAIOP's June 27 program helped developers, builders and others understand the nuances of the zoning and wetlands permitting processes. This luncheon presented an overview of the Northern Virginia markets.

What is required? Local, State and the Federal governments are intimately involved in your deals and the restrictions imposed which impact your timing, costs, value and return. Our speakers illustrated the various levels of the entitlement process, giving examples along the way and highlighting the pivotal roles that politics, citizens and the media play.

What are examples? Two veteran, private sector speakers talked about some of their major projects, their experiences and the lessons learned. They discussed the involvement of government regulators, elected officials and local citizens as well as expounded on the private and financial consequences of these reviews.

What are our future expectations for the development environment given the population outlook of the next 20 years? The entitlement process that is in place today will have a meaningful impact on your bottom line tomorrow!

"Get Smart On The Market"

Thanks to Bus Tour Grand Sponsor, ING Real Estate, the morning kicked off with a breakfast and trade show at Metro Park in Springfield, Virginia, where the tour began. In the morning, we covered Springfield, Alexandria, Crystal City/Pentagon City, and North I-395 including a trip across the Wilson Bridge with a quick stop at National Harbor. Following lunch at Arlington Plaza, hosted by Vornado/Charles E. Smith, we toured the Rosslyn/Ballston Corridor, Tysons Corner, and Merrifield, returning to Springfield by mid-afternoon.

Gerry Connolly, Chairman, Fairfax County Board of Supervisors

Northern Virginia NAIOP Members Only were invited to attend lunch on Wednesday, April 25, 2007 with Gerry Connolly, Chairman of the Fairfax County Board of Supervisors. It has been three years since the chapter's last Lunch With Gerry Connolly. In that time, many topics have come to the forefront in Fairfax, including revitalization and reinvestment in the county; LEED development; "Cool Counties"; and Dulles Rail and Tysons Tunnel, to name a few.

During his time in office, Chairman Connolly has devoted countless hours to the region's transportation issues. As a member of the Northern Virginia Transportation Authority, he will play a pivotal role in helping to raise hundreds of millions of dollars for new and existing transportation projects in Northern Virginia thanks to recently enacted legislation by the Virginia General Assembly.

Chairman Connolly expressed his thoughts on these and other important issues during our Lunch With program, as well as exchanged viewpoints on the county's services and direction.


Lunch With Secretary Homer

Pierce Homer, Secretary of Transportation, Commonwealth of Virginia

On Friday, April 20, 2007, Northern Virginia NAIOP Members were invited to a candid discussion with Pierce Homer, Virginia's Secretary of Transportation. As Secretary, Homer oversees management and budgeting for the Departments of Transportation, Motor Vehicles, Aviation, and Rail and Public Transportation as well as for the Motor Vehicle Dealer Board and the Virginia Port Authority. Secretary Homer also serves as chariman of the Commonwealth Transportation Board.

Topics covered were the passage of recent major transportation funding legislation, guarantor's tax, local option commercial real estate tax in Northern Virginia, impact fees for transportation, Dulles Rail and HOT lanes.


Lunch with Corey Stewart

Corey A. Stewart, Chairman At-Large, Prince William County Board

March 21, 2007

On Wednesday, March 21, 2007, Northern Virginia NAIOP Members welcomed Corey Stewart, who became Chairman At-Large of the Prince William County Board of Supervisors following a special election last November to fill the unexpired term of Sean Connaughton, who was appointed head of the U.S. Maritime Administration. Having served for three years as the supervisor representing the Occoquan District, Stewart ran for Chairman as a growth control candidate. One of the first actions of the County Board following Stewart's election was the approval of a year long moratorium on residential rezoning requests. Chairman Stewart has been vocal regarding the Commonwealth's responsibility to pay for transportation infrastructure and he is working to reduce the real estate tax that county property owners pay. He and his fellow Board members will be up for re-election in November

As one of the fastest job generating jurisdictions in the United States, Prince William continues to attract real estate investors and developers from both the private and the public sectors, many of them NAIOP members. Concern has been expresed about the county's plans for the future. Those members currently doing business in Prince William or considering investing in the county joined Northern Virginia NAIOP to hear more from Corey Stewart, the featured speaker for Northern Virginia NAIOP's Members Only Lunch.


LEED in Development

Breakfast Seminar

What is LEED? Northern Virginia NAIOP's March 15 program helped developers, builders and others understand the emerging trends in Leadership in Energy and Environmental Design (LEED). This breakfast seminar presented an overview of the US Green Building Council and the LEED Program. Speakers discussed the LEED Program, its rating system (Platinum, Gold, Silver and Certified) and the resulting impact on the built environment. In addition, the panelists addressed the financial and policy implications of going green.

What is required? Local and federal governments are now including LEED requirements in building proposals. Our panelists discussed what regulations jurisdictions have implemented and the percentage of projects which will be LEED certified by the year 2010.

What are examples? Two private sector speakers talked about their experiences in the development of a LEED project under federal requirements and another expounded on the private and financial issues of LEED/Green development.

The above headlines were in The Washington Post over the past few weeks. What's true and what's not? On Thursday, February 15, 2007 Northern Virginia NAIOP hosted its Annual Real Estate Market Forecast, which addressed both the local and national markets. The market perspective was guided by CB Richard Ellis, one of the largest international real estate firms. Craig Thomas, Senior Vice President and Director of Research and Research Systems for Torto Wheaton, a wholly owned research arm of CB Richard Ellis, provided an overview of the global and national real estate markets. CB Richard Ellis's Brad Flickinger, Managing Director of Northern Virginia, focused on the local leasing and sales market. Eric Wells, Northern Virginia NAIOP's 2007 Chairman, moderated the program.
